Res. 280] The Committee on Rules, having had under consideration House Resolution 280, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for the consideration of the Senate amendments to H.R. 146, the ``Omnibus Public Land Management Act of 2009.'' The resolution makes in order a motion by the Chair of the Committee on Natural Resources to concur in the Senate amendments. The resolution waives all points of order against the motion except clause 10 of rule XXI. The resolution provides that the Senate amendments and the motion shall be considered as read. The resolution provides one hour of debate on the motion equally divided and controlled by the chairman and ranking minority member of the Committee on Natural Resources. EXPLANATION OF WAIVERS Although the rule waives all points of order against consideration of the motion (except for clause 10 of rule XXI) the Committee is not aware of any points of order against the motion. The waiver of all points of order against the motion is prophylactic.
