Res. 961] The Committee on Rules, having had under consideration House Resolution 961, by a record vote of 8 to 4, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of the Conference Report to accompany H.R. 3288, the Consolidated Appropriations Act, 2010. The resolution waives all points of order against the conference report and against its consideration. The resolution provides that the conference report shall be considered as read. Finally, the resolution provides that the previous question shall be considered as ordered without intervention of any motion except one hour of debate and one motion to recommit. EXPLANATION OF WAIVERS The waiver of all points of order against the conference report and against its consideration includes a waiver of clause 8 of rule XXII (requiring a three-day layover of conference reports and the accompanying joint explanatory statement); a waiver of clause 9 of rule XXII (precluding conferees from including matter outside the scope of conference); and a waiver of section 302(f) of the Congressional Budget Act (regarding consideration of legislation providing new budget authority in excess of a subcommittee's 302(b) allocation of such authority). The conference report does not violate clauses 9 or 10 of rule XXI.
