FINDINGS AND CONCLUSIONS In accordance with H. Res. 451, adopted on June 5, 2007, and extended in the 111th Congress by H. Res. 5, Section 4(e), and Rule 18(e)(2) of the Committee on Standards of Official Conduct (Standards Committee), the Standards Committee hereby submits the following report to the House of Representatives. On May 26, 2010, the Standards Committee convened for the purpose of considering the May 1, 2010, arrests of Representative Luis V. Gutierrez and United States House of Representatives employee Susan Collins during a protest outside the White House in Washington, D.C. Representative Gutierrez and Ms. Collins both paid a $100 fine for failing to obey or comply with a necessary order or instruction of a police officer. The fines were paid on May 7, 2010, and the local proceedings related to the arrests of Representative Gutierrez and Ms. Collins are now resolved. The Standards Committee voted against empanelling an investigative subcommittee regarding this matter. The Standards Committee considered the scope and nature of the conduct of Representative Gutierrez and Ms. Collins and determined that review by an investigative subcommittee is not required in this matter. II. STATEMENT UNDER RULE 13, CLAUSE 3(c) OF THE RULES OF THE HOUSE OF REPRESENTATIVES The Standards Committee made no special oversight findings in this Report. No budget statement is submitted. No funding is authorized by any measure in this Report.
