Res. 135] The Committee on Rules, having had under consideration House Resolution 135, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of H.R. 581, the Wildland Fire Management Act, under an open rule. The rule provides one hour of general debate divided equally between the chairman and ranking minority member of the Committee on Resources. The rule waives section 311 of the Congressional Budget Act of 1974 (prohibiting consideration of legislation or an amendment that would cause the total level of new budget authority or outlays in the most recent budget resolution to be exceeded, or would cause revenues to be less) against consideration of the bill. The rule further waives all points of order against the bill and provides that the bill shall be open for amendment at any point. Members who have preprinted their amendments in the Congressional Record prior to their consideration will be given priority in recognition to offer their amendments if otherwise consistent with House rules. Finally, the rule provides for one motion to recommit, with or without instructions. The waiver of all points of order against the bill includes a waiver of clause 4 of rule XXI (prohibiting appropriations in legislative bills), which is necessary because section 1 of the bill appropriates funds to the U.S. Fish and Wildlife Service and the National Marine Fisheries Service.
