    Dear Mr. Speaker: On January 18, 2001, President Clinton 
submitted to the Congress his first special impoundment message 
for fiscal year 2001. The message reports two deferrals of 
budget authority. We have reviewed the deferrals and found them 
to be in accordance with the Impoundment Control Act, 2 U.S.C. 
Sec. Sec. 681-688, as amended.
    The enclosure provides specific information with regard to 
the two deferrals which we believe will be useful to the 
Congress in its examination of the message.
