Dear Mr. Speaker: On January 18, 2001, President Clinton submitted to the Congress his first special impoundment message for fiscal year 2001. The message reports two deferrals of budget authority. We have reviewed the deferrals and found them to be in accordance with the Impoundment Control Act, 2 U.S.C. Sec. Sec. 681-688, as amended.
