Dear Speaker Hastert: I am pleased to transmit the District of Columbia FY 2002 Budget Request Act and appreciate your willingness to expedite its review and approval. This budget focuses resources on the service improvements that citizens care most about: education, services for our most vulnerable residents, and neighborhood quality of life. Moreover, it sets a new standard for investing in critical priorities and maintaining fiscal responsibility. Also enclosed are schedules containing the FY 2002 Budget Request Act, the FY 2001 Approved Budget, and the variance between the two by agency and fund-type. I have included as well a schedule displaying FTE positions by agency and fund- type. I believe this will provide sufficient information for the appropriate Committees to begin reviewing and analyzing the District's budget request. I will be transmitting the Financial Plan, the agency budget chapters and supporting schedules by June 4, 2001.
