Res. 182] The Committee on Rules, having had under consideration House Resolution 182, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF RESOLUTION The resolution provides for the consideration of a concurrent resolution of either House providing for the adjournment of the two Houses during the Independence Day district work period. The rule waives all points of order against the consideration of the resolution. Section 2 of the rule provides that H. Res. 179 is laid on the table. While adjournment resolutions are ordinarily privileged, a point of order could be raised against the July 4th district work period resolution on the grounds that it violates section 309 of the Budget Act, which requires that the House cannot adjourn for more than three calendar days in July if it has not completed action on all appropriations bills.
