    Sir: I asked the Congress to consider the enclosed requests 
for FY 2002 budget amendments for the Department of the 
Interior and the District of Columbia. The funds contained in 
this request will support counter-terrorism efforts associated 
with the International Monetary Fund's (IMF) September 29-30, 
2001, meeting to be held in Washington, D.C. This meeting has 
been designated as a national special security event and the 
Administration has been working with the District of Columbia 
Government to address public safety concerns in our Nation's 
Capital surrounding this event. The Administration proposes to 
fund these important security initiatives within the additional 
discretionary resources provided in the budget resolution.
    In addition, in accordance with provisions of P.L. 106-554, 
I am making available $6.5 million of appropriated funds from 
the Counter-terrorism Fund of the Department of the Treasury. I 
designate the $6.5 million made available today as a 
requirement in accordance with section 251(b)(2)(A) of the 
Balanced Budget and Emergency Deficit Control Act of 1985, as 
amended.
    The details of these requests are set forth in the enclosed 
letter from the Deputy Director of the Office of Management and 
Budget. I concur with his comments and observations.

    Submitted for your consideration are requests for FY 2002 
budget amendments for the Department of the Interior and the 
District of Columbia, as well as a request to make available 
previously appropriated contingent funds for the Department of 
the Treasury.
    The FY 2002 budget amendments included in this request 
would provide $1.2 million to the Department of the Interior's 
United States Police for increased workload expenses, and $16.0 
million to the District of Columbia for reimbursement for 
expenses incurred in connection with providing security for the 
World Bank and International Monetary Fund September 2001 
meetings, including increased workload expenses in the District 
of Columbia courts. The amendments would be offset within the 
additional discretionary resources provided in the budget 
resolution.
    In addition, P.L. 106-554, the Consolidated Appropriations 
Act, 2001, provided funding contingent upon your submission of 
a finding to the Congress that designates the amount requested 
as meeting the requirements for the release of these funds. 
Your approval of this request would make available $6.5 million 
to support counter-terrorism efforts associated with national 
special security events. Specifically, this funding would 
support the U.S. Secret Service's and the Bureau of Alcohol, 
Tobacco and Firearms' counter-terrorism efforts associated with 
unanticipated costs related to providing enhanced operational 
security and preparing for possible explosives and arson-
related incidents.
    Resource requirements noted above represent estimates using 
the best available information to date. Actual expenditures may 
differ from the original level sought from the Counter-
terrorism Fund. The Department of the Treasury will work with 
OMB to monitor this Fund to ensure that law enforcement bureaus 
are reimbursed for actual expenses and that any excess amounts 
are held in reserve to meet unforeseen needs related to 
counter-terrorist activities.
    I recommend that you designate the release of $6.5 million 
as required in accordance with section 251(b)(2)(A) of the 
Balanced Budget and Emergency Deficit Control Act of 1985, as 
amended. No further congressional action will be required.
    I have carefully reviewed these proposals and am satisfied 
that they are necessary at this time. Therefore, I join the 
heads of the affected Departments in recommending that you 
transmit the request to the Congress.
