These emergency funds were provided for wildland and firefighting suppression and rehabilitation activities and will be used to combat wildfires in the western United States. Submitted for your consideration are requests to make available previously appropriated contingent emergency funds for the Departments of Agriculture and the Interior. The funding provided was made contingent upon your submission of a budget request to the Congress that includes designation of the amount requested as an emergency requirement. Your approval of these requests would make available a total of $250 million for firefighting activities to combat wildfires in the Western States. These funds will be used for fire suppression activities, including firefighter mobilization and aerial and ground operations, as well as for rehabilitation of environmentally sensitive burned areas. Title I of P.L. 106-291, the Department of the Interior and Related Agencies Appropriations act, 2001, provided for $200 million in contingent emergency funding for the Department of the Interior to address wildland firefighting needs, of which $100 million was designated as an emergency and released on January 19, 2001. This request would make available the remaining $100 million for emergency firefighting needs in the Western States. In addition, Title II of P.L. 106-291 provided $426 million in contingent emergency funding to the Department of Agriculture to address wildland firefighting needs, of which $276 million was designated as an emergency and released on January 19, 2001. this request would make available the remaining $150 million for emergency firefighting needs in the Western States. The transmittal also contains technical corrections to the Department of Agriculture materials transmitted on December 4, 2000. The details of the corrections are listed in the enclosure to this letter. I have carefully reviewed these proposals and am satisfied that they are necessary at this time.
