Dear Mr. Speaker: In accordance with provisions of Public
Law 107-38, the ``2001 Emergency Supplemental Appropriations
Act for Recovery from and Response to Terrorist Attacks on the
United States,'' today I have authorized transfers from the
Emergency Response Fund totaling $1.8 billion for emergency and
national security activities listed in the enclosed letter from
the Deputy Director of the Office of Management and Budget.
These funds are in addition to the $5.1 billion that I
authorized for transfer on September 21, 2001, and will allow
the Government to continue responding to immediate needs
arising from the deadly attacks against our country.
The details of this action are set forth in the enclosed
letter from the Deputy Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration are requests to make
available by transfer previously appropriated funds provided in
P.L. 107-38, the Emergency Supplemental Appropriations Act for
Recovery from and Response to Terrorist Attacks on the United
States, FY 2001. On September 21st you authorized the initial
transfers from the Emergency Response Fund (ERF) totaling $5.1
billion.
Your approval of these additional requests would transfer
$1.8 billion from the ERF to the Department of Defense, the
Executive Office of the President, and the Legislative and
Judicial Branches. The funding would address consequences of
the attacks, including funding for security enhancements and
initial crisis and recovery operations of the Department of
Defense and other national security operations. No further
congressional action is required for these transfers.
We are continuing to work with the agencies to determine
additional needs and will be forwarding recommendations on
subsequent transfers from the ERF.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
heads of the affected Departments and agencies in recommending
your approval of the transfers described in the enclosure.

Emergency Appropriations: Amounts Previously Appropriated Now Being
Transferred by the President From the Emergency Response Fund
Department of Defense--Military......................... $1,736,000,000
These funds will provide the Department of Defense (DOD)
with the funds necessary to continue the following activities:
upgrading intelligence and security; enhancing force
protection; improving command and control; increasing full
readiness; supporting initial crisis response; and providing
for other needs. DOD has stepped up its operations worldwide,
implemented stricter security measures, and deployed forces to
support law enforcement and recovery activities around the
United States. The Department require an immediate release of
fund to ensure the Military Services can continue increased
efforts against global terrorist activities, sustain protective
deployments, and protect the safety and health of service
members and the public.
Executive Office of the President:
Office of Administration: Salaries and Expenses..... $6,688,000
These funds will provide for the relocation of Eisenhower
Executive Office Building personnel and other security needs.
Federal Drug Control Programs:
High Intensity Drug Trafficking Areas............... $2,300,000
These funds will be used by the New York High Intensity
Drug Trafficking Areas task forces to replace destroyed
equipment in order to ensure continued operations
Legislative Branch:
Senate.............................................. $5,265,000
House of Representatives............................ 1,265,000
Office of Attending Physician....................... 1,500,000
Capitol Police...................................... 40,300,000
Architect of Capitol................................ 32,373,000
Library of Congress................................. 2,500,000
These funds will support increased security measures,
including paying overtime compensation for the Capitol Police,
preparing for future terrorist events, and performing actions
that can be taken to reduce the risk and potential damage to
life and property caused by future terrorist events.
Judicial Branch:
Court of Appeals, District Courts, and other
Judicial Services Court Security.................. $19,700,000
These funds will be used for heightened security in
courthouses, including covering the costs of converting part-
time court security officers to full-time and the costs
required to maintain enhanced perimeter patrols and the visual
inspection of vehicles that enter courthouse facilities.
