Dear Mr. Speaker: In accordance with provisions of P.L. 107-38, the Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States, FY 2001, today I have authorized transfers from the Emergency Response Fund totaling $902 million for emergency recovery and response and national security activities listed in the enclosed letter from the Deputy Director of the Office of Management and Budget. As provided in P.L. 107-38, $900 million of these funds will be made available to agencies 15 days from the date of this transmittal and $2.3 million will be made available to the Department of the Treasury immediately. These funds are in addition to the $8.8 billion that I previously authorized for transfer and will allow our Government to continue to address the consequences arising from the terrorist attacks of September 11, 2001. I urge the Congress to enact without delay the $20 billion in critical defense and domestic needs that I requested on October 17th. My Administration does not intend to seek additional supplemental funding for either domestic or defense needs for the remainder of this session of Congress. Submitted for your consideration are requests to make available by transfer previously appropriated funds provided in P.L. 107-38, the Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States, FY 2001. You have previously authorized the transfer of $8.8 billion from the Emergency Response Fund (ERF). Your approval of these additional requests would transfer a total of $902 million from the ERF to the Departments of Housing and Urban Development, Transportation, and the Treasury; and the United States Postal Service. The funding would address consequences of the attacks, including funding for: grants to New York City businesses affected by the September 11th attacks; compensation for the Metropolitan Washington Airports Authority and its concessionaires for the Federal closure and reduced flight schedule at Reagan National Airport; the purchase of health and environmental equipment, including irradiation machines for the United States Postal Service; and National Guard personnel to enhance security at U.S.-Canadian ports of entry. These requests represent the fifth round of transfers from the ERF to respond to urgent requirements arising from the September terrorist attacks. Pursuant to P.L. 107-38, $900 million of these funds will be made available to agencies 15 days after this designation is forwarded to Congress and $2.3 million will be made available immediately to the Department of the Treasury without further congressional review. Following an extensive review of individual agency proposals, on October 17th, you asked the Congress to provide $20.0 billion in emergency funding for additional immediate and near-term requirements. We will work with the Congress to ensure that these funds are enacted quickly so that recovery from the attacks can continue without interruption. I have carefully reviewed these proposals and am satisfied that they are necessary at this time. Emergency Appropriations: Amounts Previously Appropriated To Be Transferred by the President From the Emergency Response Fund Available Immediately: Department of the Treasury: United States Customs Service Salaries and Expenses. $2,337,000 This funding will support 100 State-activated National Guard troops for three months to enhance security and expedite U.S. Customs Service checks at U.S.-Canadian ports of entry. Available After 15 Days: Department of Housing and Urban Development: Community Planning and Development Community Development Block Grants.......................... $700,000,000 These funds will be provided to the State of New York for New York City businesses affected by the terrorist attacks on the World Trade Center and to assist in the city's economic recovery. This aid will help to mitigate the actual or potential loss of thousands of businesses and private sector jobs from Lower Manhattan. Department of Transportation: Federal Aviation Administration Operations.......... $25,000,000 These funds will compensate the Metropolitan Washington Airports Authority (MWAA) and its concessionaires from the Federal closure and reduced flight schedule at Reagan National Airport. MWAA and the concessionaires will receive compensation for the loss of landing fees, passenger facility charges, rent, and sales. United States Postal Service: Payment to the Postal Service Fund........................................ $175,000,000 These resources include: $100 million for an initial purchase of irradiation equipment to sanitize the mail; and $75 million for the costs of personnel protection equipment (e.g., gloves, masks, barrier creams), first response/environmental testing kits and services, site clean-up and medical goods and services, and public education material.
