Dear Mr. Speaker: In accordance with provisions of Public
Law 107-38, the 2001 Emergency Supplemental Appropriations Act
for Recovery from and Response to Terrorist Attacks on the
United States, today I have authorized transfers from the
Emergency Response Fund totaling $699 million for emergency
recovery and response and national security activities listed
in the enclosed letter from the Director of the Office of
Management and Budget. As provided in Public Law 107-38, these
funds will be made immediately available to the Departments of
Commerce, Defense, Transportation, and the Treasury, as well as
the Legislative Branch.
These funds are in addition to the $19 billion that I
previously authorized for transfer in response to the terrorist
attacks of September 11, 2001. With this action, I have
transferred all but $327 million of the funds that were made
available to me from the Emergency Response Fund.
In addition to these funds, I submitted a request for and
the Congress has begun to act upon $20 billion in additional
emergency response funding. Enactment of these funds will
provide adequate funding to meet known requirements. My
Administration does not intend to seek additional supplemental
funding for either domestic or defense needs for the remainder
of this session of Congress.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration is a request to make
available by transfer previously appropriated funds provided in
P.L. 107-38, the Emergency Supplemental Appropriations Act for
Recovery from and Response to Terrorist Attacks on the United
States, FY 2001. You have previously authorized the transfer of
$19.0 billion from the Emergency Response Fund (ERF).
Your approval of these additional requests would transfer
$699.1 million to the Departments of Commerce, Defense,
Transportation, and the Treasury, as well as the Legislative
Branch. These funds would be used to: provide increased
security for the Washington, D.C., metropolitan area
transportation system; compensate the Metropolitan Washington
Airports Authority for the Federal closure and reduced flight
schedules at Reagan National Airport; provide additional funds
to the Secret Service for overtime and additional travel costs;
provide economic development assistance to Northern Virginia;
increase situational awareness and improved command and control
at the Department of Defense; and increase security for the
Capitol complex, including overtime compensation for the
Capitol Police and construction of a Capitol Visitors Center.
These requests represent the seventh round of transfers
from the ERF to respond to urgent requirements arising from the
September 11th terrorist attacks. Pursuant to P.L. 107-38,
these funds will be made available immediately without further
congressional review.
Under the Emergency Supplemental Appropriations Act, $20.0
billion was appropriated without further action by Congress.
With this latest transfer, you will have made $19.7 billion of
this $20.0 billion available to agencies to meet national
security, homeland security, and domestic recovery purposes.
Another $20.0 billion included in P.L. 107-38 will only be
available once Congress enacts another law making these funds
available for obligation. On October 17th, you requested that
Congress enact approval of the $20.0 billion and the House
recently passed legislation generally consistent with that
request. We will continue to work with the Congress to ensure
that the final level of supplemental funding does not exceed
$20.0 billion.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
heads of the affected Departments and agencies in recommending
your approval of the transfers described in the enclosure.

Emergency Appropriations: Amounts Previously Appropriated Now Being
Transferred by the President From the Emergency Response Fund
Department of Commerce: Economic Development
Administration--Economic Development Assistance
Programs............................................ $2,000,000
These funds will support economic development activities in
Northern Virginia necessary as a consequence of the terrorist
attacks.
Department of Defense--Military......................... $345,000,000
These resources will provide funding for: increased
situational awareness ($215.0 million) and improved command and
control ($130.0 million).
Department of Transportation:
Federal Aviation Administration--Operations......... $15,000,000
Federal Transit Administration--Formula Grants...... 10,000,000
These funds will be used to compensate the Metropolitan
Washington Airports Authority for the Federal closure and
reduced flight schedules at Reagan National Airport and to
provide increased security for the Washington, D.C.,
metropolitan area public transportation system.
Department of the Treasury: Secret Service--Salaries and
Expenses............................................ $36,714,000
The funds include resources for increased overtime and
travel for Secret Service officers and agents.
Legislative Branch:

House of Representatives............................ 22,648,000
Capitol Police...................................... 37,950,000
Architect of the Capitol............................ 211,047,000
These funds, totaling $290,395,000, will support increased
security measures, including constructing the Capitol Visitors
Center, paying overtime compensation for the Capitol Police,
preparing for future terrorist events, and performing actions
that can be taken to reduce the risk and potential damage to
life and property caused by future terrorist events.
