                         ASSISTANCE ACT OF 2001

                       [To accompany H. Res. 320]

    The Committee on Rules, having had under consideration 
House Resolution 320, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for consideration in the House of 
H.R. 3529, the Economic Security and Worker Assistance Act of 
2001, under a closed rule. The rule provides two hours of 
debate equally divided and controlled by the chairman and 
ranking minority member of the Committee on Ways and Means. The 
rule waives all points of order against consideration of the 
bill.
    The rule further provides one motion to recommit with or 
without instructions.
    Finally, the rule provides that the yeas and nays shall be 
considered as ordered on the question of passage and that 
clause (5)b of rule XXI shall not apply to the bill or 
amendments thereto.
