To the Congress of the United States:
    In accordance with the Congressional Budget and Impoundment 
Control Act of 1974, I herewith report one revised deferral, 
totaling $91 million, and two proposed rescissions of budgetary 
resources, totaling $15 million.
    The deferral affects the Department of State U.S. emergency 
refugee and migration assistance fund. The rescission proposals 
affect the Department of Agriculture and the General Services 
Administration.
