    PROVIDING FOR CONSIDERATION OF H.R. 1979, SMALL AIRPORT SAFETY, 
           SECURITY, AND AIR SERVICE IMPROVEMENT ACT OF 2002

    Ms. Pryce, from the Committee on Rules, submitted the following

                              R E P O R T

    The Committee on Rules, having had under consideration 
House Resolution 447, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for the consideration of H.R. 1979, 
the Small Airport Safety, Security, and Air Service Improvement 
Act of 2002, under an open rule. The rule provides one hour of 
general debate equally divided and controlled by the chairman 
and ranking minority member of the Committee on Transportation 
and Infrastructure.
    The rule provides that it shall be in order to consider as 
an original bill for the purpose of amendment the amendment in 
the nature of a substitute recommended by the Committee on 
Transportation and Infrastructure now printed in the bill. The 
rule waives all points of order against the committee amendment 
in the nature of a substitute. The rule provides that the 
amendment in the nature of a substitute shall be open for 
amendment by section.
    The rule allows the chairman of the Committee of the Whole 
to accord priority in recognition to those members who have 
pre-printed their amendments in the Congressional Record. 
Finally, the rule provides one motion to recommit with or 
without instructions.
