includes the purpose and background of the proposed action,
alternatives, description of the affected environment, and the
predicted environmental effects of the proposed actions and
alternatives.
The draft EIS consists of three volumes and
is available in
both printed and CD-Rom format. Comments relating to the
draft EIS will be accepted through September 20, 2002. Comments
