Looking at three different parts of Greater China—Hong Kong, Taiwan, and rural mainland PRC—the author discovers that all three possess a stronger democratic consciousness than is commonly supposed. But those democratic aspirations are frustrated in Hong Kong and China, creating the potential for a destablizing growth in civil disobedience and other nonformal political strategies.
