Defense Treaty Inspection Readiness Program (DTIRP)

Established in 1990, the Defense Treaty Inspection Readiness Program (DTIRP) is an arms control program designed for security education and awareness. It provides arms control advice and assistance to sites susceptible to on-site inspection and overflights through specially trained personnel, analyses and educational activities.

Department of Defense (DoD) DTIRP Directive 5205.10, issued in July 1996, formalized the DTIRP as a multi-agency, joint service support program to ensure the continued protection of DoD programs, operations, and activities. The directive was updated on Dec. 5, 2000. The Director, Defense Threat Reduction Agency (DTRA), is the DoD Executive Agent for implementation of the DTIRP. Although a DoD program, the DTIRP enjoys formal support from more than 30 DoD and federal government agencies, departments, and organizations who contribute unique arms control expertise and participate in program activities as members of the DTIRP Coordination Group (CG). Collectively, this DTIRP support network provides the full range of arms control intelligence, counterintelligence, and security countermeasures expertise needed to minimize potential disclosure risks during arms control activities at U.S. facilities.

Program objectives

The DTIRP objectives include:

  • Providing advice and assistance to DoD activities and industrial facilities susceptible to arms control verification activities, when requested.
  • Developing and disseminating outreach materials and conducting outreach activities and events to promote arms control security education and awareness.
  • Providing integrated and coordinated security countermeasures support for implementation of arms control treaties and related activities.
  • Through the DCG, combining and coordinating the multidisciplinary expertise from the intelligence, counterintelligence, and security countermeasures community to support arms control inspection readiness planning and preparation.
  • In coordination with various U.S. government agencies, developing training programs on arms control treaty issues, to include both government and industrial security matters.

Education and awareness

The DTIRP Security Education and Awareness Outreach Program emphasizes knowledge as a powerful security countermeasure. To this end, it develops and distributes an array of cost free educational materials to sites and facilities impacted, or potentially impacted, by arms control treaties and similar agreements. These materials, based on customer needs and arms control community interests, include topical bulletins, pamphlets, articles, and audio and video presentations on arms control security implementation issues. They help impacted sites and facilities perform their role in U.S. treaty compliance, while simultaneously meeting their obligations to protect national security and confidential business information.

The DTIRP Outreach Program further raises awareness of arms control treaties and their impact through a variety of outreach activities and events. These include an annual national seminar, regional seminars and security workshops, and display booths at industrial security conferences and trade shows. Seminars and workshops are tailored to meet the specific needs and requirements of the customer.

Analysis and assistance

The DTIRP also provides analysis in support of new and ongoing treaty negotiations, and in support of testimony to Congress concerning the U. S. ratification of arms control agreements. Finally, the DTIRP leverages the wide-ranging experience and expertise of the U.S. arms control security community to provide security assistance in accordance with current U.S. implementation policy and legislation. This assistance can be focused and customized to meet the unique security needs of individual sites affected by arms control activities.
