Res. 312] The Committee on Rules, having had under consideration House Resolution 312, by a record vote of 7 to 2, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of H.R. 2660, the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act for fiscal year 2004, under an open rule. The rule waives all points of order against consideration of the bill. The rule provides that general debate shall be confined to the bill. Under the rules of the House the bill shall be read for amendment by paragraph. The rule waives all points of order against provisions in the bill, except as specified in the resolution. The rule authorizes the Chair to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record. Finally, the rule provides one motion to recommit with or without instructions. The waiver of all points of order against consideration of the bill includes a waiver of clause 4(c) of rule XIII (requiring the three-day availability of printed hearings on a general appropriation bill). The waiver of all points of order against provisions in the bill includes clause 2 of rule XXI (prohibiting unauthorized appropriations or legislative provisions in an appropriation bill), because there are numerous legislative provisions in the bill. Summary of motion: To make in order the amendment in the nature of a substitute offered by Representative Obey which provides a $5 billion increase for education over FY 2003 ($2.8 billion more than the committee bill). Provides $3.175 billion for teacher quality grants. Raises the maximum Pell Grant to $4,200. Provides $73 million for Community Health Centers, $22 million for Rural Health Grants, and $67 million for the Maternal and Child Health Block Grant. Provides a 20 percent increase over FY 2003 for CDC infectious disease control programs. Provides a 5.5 percent overall increase in funding for NIH. Adds $82 million for the Older American Act programs. Restores $151 million for Community Service Block Grants. Provides $2.25 billion for the Low Income Home Energy Assistance Program. Adds $170 million for Social Security administrative expenses. The amendment is offset by reducing the 2003 tax cut for individuals making more than $1 million per year by 32 percent.
