Foreword

I am pleased to release the "National Space Weather Program Implementation Plan," a report prepared by the Working Group for the National Space Weather Program (WG/NSWP) of the Committee for Space Environment Forecasting (CSEF) of the Office of the Federal Coordinator for Meteorological Services and Supporting Research (OFCM).

The National Space Weather Program was formulated to achieve, within 10 years, an interagency system to provide timely, accurate, and reliable space environment observations, specifications, and forecasts. The National Space Weather Program Strategic Plan, approved in August 1995, outlined a strategy to guide the planning and implementation of the National Space Weather Program. This Implementation Plan provides detailed guidance and information on goals, timelines, research requirements, agency participation, and program management

I want to take this opportunity to express appreciation to Dr. Richard Behnke of the National Science Foundation and to the many others on the working group and in the space science and operations communities who submitted, edited, and reviewed the National Space Weather Program Implementation Plan.
