The Rural Information Center (RIC) is a joint project of the USDA Cooperative State Research, Education & Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.
The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.
SERVICES:
Provide customized information products to specific inquiries including assistance in economic revitalization issues; local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality of rural life.
Process a broad array of general and funding information requests on such topics as:
Successful strategies, models, and case studies of community development projects
Small business attraction, retention, and expansion
Tourism promotion and development
Recycling programs
Community water quality
Technology transfer to rural areas
Closures, restructuring and diversification of rural hospital and clinics
Agricultural health and safety
Health programs, services, personnel issues
State initiatives concerning rural health delivery issues
Refer users to organizations or experts in the field who can provide additional information.
Perform brief database searches of requested topics on a complimentary basis.
Furnish bibliographies and Rural Information Center Publication Series titles.
Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. However, the citations are a substantial resource for recent investigations on a given topic. They also serve the purpose of bringing the literature of agriculture to the interested user who, in many cases, could not access it by any other means. The bibliographies are derived from computerized online searches of the AGRICOLA data base. Timeliness of topic and evidence of extensive interest are the selection criteria.

Abstract: Community development practice is primarily concerned with building social and economic development institutions that lead to community self-sufficiency. The community development corporations formed by the federal government and foundations were designed to promote this form of economic and social independence. However, the economic and social goals of self-determination are increasingly in conflict as government resources shrink and public support of social programs dwindles. This paper examines the balancing of these two conflicting types of goals in thirty-four California community development corporations. The results indicate that both social and economic goals suffer from the lack of resources and the lack of skilled practitioners to organize and run the community development corporations.

Abstract: Southern rural sociology finds itself at an important political, social, and economic juncture. Given present funding constraints, land grant university faculty working in rural sociology must assume a more entrepreneurial posture if the discipline is to survive the challenges that confront it. The emergence of the importance of policy analysis to the agenda of contemporary southern politics provides a 'market window' for rural sociologists to contribute to the maintenance and enhancement of rural sociology in the region and to the present and future quality of life in the South. This paper examines these issues and proposes an entrepreneurial model for the discipline.

Abstract: The purpose of this study was to identify new or growing basic sector businesses in Nebraska, North Dakota, and South Dakota and to determine their contribution to the state economy, as measured by their employment creation and their expenditures to suppliers within the state. Data from 314 firms were used in the analysis. The average firm reported annual expenditures within the state of $3.9 million or 55 percent of its total outlays, but the percentages of nonlabor expenditures made within the state were quite variable. Expansion of existing firms accounted for 45 percent of all new jobs created by the group, while relocating firms were responsible for 33 percent and new firms were credited with almost 23 percent.

Abstract: Extract: Efforts to expand the economic base in nonmetropolitan communities traditionally focus on manufacturing. The case for a nonmanufacturing focus is presented in this paper, and survey data used to determine the actual basic role of these industries in nonmetropolitan communities. Community and firm characteristics are examined by regression analysis to determine factors associated with higher export levels. While only a minority of the nonmanufacturing businesses surveyed were export oriented, these were strongly so. Larger size, nonlocal ownership, and larger nonmetropolitan markets are associated with higher export levels but nearness to a metropolitan market is not.

Abstract: After a period of downtown retail decline, entrepreneurial activity was initiated in a small, southern, rural community. A decline in the agricultural base of the region spurred public sector decision makers to find funding to encourage enterprise creation and expansion. This paper examines the disruptive effects of a public/private effort to introduce an innovative venture intended to spur further economic development. The findings suggest that entrepreneurial activity is most likely to occur under conditions described in the conflict model of community, power. Conflict initiated by an entrepreneurial faction may preempt potential opposition by power elites while generating community interest and support. In addition, useful information for community development practitioners is provided on the successful use of public funds to foster entrepreneurship and economic development.

Abstract: A focus on local enterprises has increasingly become an alternative to branch plant recruiting in economic development efforts. In addition, high tech manufacturing has also attracted community interest. This paper examines new (since 1976), locally owned and locally started high tech manufacturing plants in the rural West. The objective is to provide information on what communities can expect of these firms and to suggest possible strategies to enhance the success of rural entrepreneurs. The founders of the firms in this study were relatively young, self-financed, and experienced as owners, managers, or technicians/engineers. They located in towns because they had lived there previously or liked the natural amenities. Their chosen locations had distinct characteristics-larger towns near urban areas or areas high in natural amenities and/or near universities. Little activity was found in small, isolated communities with few natural amenities.

Abstract: This study identifies new or growing basic sector businesses and industries in the Upper Midwest and determines both their contributions to local economies and factors critical to their location decisions. Manufacturing firms made up more than 78 percent of the 314 qualifying respondents. Total annual sales averaged approximately $8.5 million per firm, with close to 65 percent of these sales to out-of-state markets. The average firm reported annual expenditures within the state of $3.8 million, which made up 55 percent of average total outlays. The percentage of nonlabor expenditures made within the state, however, was quite variable among firms. While 26 percent of the firms made 50 percent or more of their nonlabor expenditures within the state, about 48 percent of the firms made 25 percent or less of these purchases within the state. The surveyed firms created a total of 11,133 jobs in the previous ten years--an average of 39 jobs per firm. The expansion of existing firms accounted for 45 percent of this total. Firms that relocated or opened new branches were responsible for about 33 percent of the new jobs, and new firms were credited with almost 23 percent of the total. The ratings of different factors related to making location decisions were generally similar among all types of firms. Work attitudes and labor productivity, the absence of a union, and the existence of right-to-work laws were generally rated more highly than were wage levels. Within the general category of incentive and assistance programs, survey respondents gave the highest rating to overall community attitude toward business development. State incentives and the state regulatory climate were also important to many firms. When asked whether they would choose the community they located in again, almost 78 percent responded affirmatively. Implications of the findings for community development practitioners are outlined throughout the study.

Abstract: As increasing numbers of people seek to turn their talents, hobbies, and ideas into profitable ventures, educational programs are being established to disseminate helpful information to active and potential home-based entrepreneurs. The impact of one of these home-based business programs, a workshop on income generation and agricultural diversification provided by home economics extension staff of Alberta Agriculture, was assessed. From data collected during the assessment, a profile of rural Alberta home-based entrepreneurs who attended the workshops was developed and the financial contributions to family income were estimated. The data collection was done through the use of a seven-page mailout questionnaire to 262 participants of 14 home-based business workshops. A return rate of 62% was obtained. Descriptive analyses were performed using the Statistical Package for the Social Sciences (SPSS). Over half (53%) of the 77 products produced by 60 entrepreneurs utilized sewing- or craft-related expertise to supplement the family income. The reported contribution of 73% of the home-based businesses was less than 5% of the family income. Recommendations for further research as well as implications for home economics educators are discussed.

Abstract: Local sources of debt and equity capital are adequate for most rural businesses. Small, new firms and very large firms, however, often have problems arranging credit through rural lenders. The firms experiencing the most difficulty in acquiring capital, after proper consideration of risk, are often those on the leading edge of rural development. Inadequate skills in packaging funds and assessing risk represent a substantial portion of rural nonfarm businesses' difficulty in acquiring debt and equity capital.

Abstract: Rural reflation is a term for a small-scale socioeconomic approach to building livable economies in both depressed rural communities and rapid growth areas. Rural areas cannot become mini-metros, but decision makers can work to reflate their economies through the manipulation of resources and people, and particularly through maximizing the characteristics of their localities. With public participation, informed leadership, and organizational entrepreneurship, leaders can help citizens develop their community's niche in the world economy.
