3289, EMERGENCY SUPPLEMENTAL APPROPRIATIONS ACT FOR DEFENSE AND FOR THE 
              RECONSTRUCTION OF IRAQ AND AFGHANISTAN, 2004

Mr. Hastings of Washington, from the Committee on Rules, submitted the 
                               following

                       [To accompany H. Res. 424]

    The Committee on Rules, having had under consideration 
House Resolution 424, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution waives all points of order against the 
conference report to accompany H.R. 3289, Emergency 
Supplemental Appropriations Act for Defense and for the 
Reconstruction of Iraq and Afghanistan, 2004, and against its 
consideration. Finally, the rule provides that the conference 
report shall be considered as read.

    Summary of motion: To make in order a concurrent resolution 
that would direct the enrolling clerk to make the following 
changes in the conference report: (1) Accept the Senate 
language that would turn $10 billion of the Iraqi 
reconstruction funds into a loan unless other nation forgive at 
least 90 percent of Iraq's foreign debt. (2) Restore the $1.3 
billion in funding for Veterans health care that was in the 
Senate bill.
    Results: Defeated 4 to 8.
