This information includes addresses and geographic codes for housing projects subsidized by the US Department of Housing and Urban Development. Programs include: Public and Indian Housing, projects under Sections 8, 202, 236, 221d3 below market interest rate and Rent Supplements. Not covered are Low Income Housing Tax Credits or Community Development projects unless they are in one of the programs listed above.

The 951 file only has geographic codes, and no data on people who live there. Also it has no data on Certifcates or Vouchers, where families find their own units anywhere in the private market. There is a separate file, A Picture of Subsidized Households, that has much of the same geographic information, and adds summary data about residents (average rent, income, family composition, race, etc), and adds summaries of where the Certificates and Voucher families live.
