PROVIDING FOR CONSIDERATION OF H.R. 444, BACK TO WORK INCENTIVE ACT OF 
                                  2003

Ms. Pryce of Ohio, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 656]

    The Committee on Rules, having had under consideration 
House Resolution 656, by a record vote of 8 to 2, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration in the House of 
H.R. 444, the Back to Work Incentive Act of 2003, under a 
closed rule. The rule provides one hour of debate in the House 
equally divided and controlled by the chairman and ranking 
minority member of the Committee on Education and the 
Workforce. The rule provides that an amendment in the nature of 
a substitute consisting of the text of H.R. 444 shall be 
considered as adopted. The rule provides one motion to recommit 
with or without instructions.
    The rule further provides that in the engrossment of H.R. 
444, the clerk shall add the text of H.R. 4409, the Teacher 
Training Enhancement Act and H.R. 4410, the Teacher Shortage 
Response Act of 2004 as passed by the House, as new matter at 
the end of H.R. 444, and then lay H.R. 4409 and H.R. 4410 on 
the table. Finally, the rule provides that if H.R. 444 is 
disposed of without reaching the state of engrossment, either 
H.R. 4409 or H.R. 4410, whichever first passes the House shall 
be treated in the manner specified for H.R. 444 and the other 
bill shall be laid on the table.

requests an authorization of such sums as necessary for FY04-09 
for ``on-the-job training opportunities'' for medical and 
safety occupations such as firefighters, police, rescue, 
paramedic and other medical personnel. Provides for funds to be 
distributed as follows: 5 percent for administrative costs, 75 
percent allocated to local areas on the basis of a county's 
population, and 20 percent be discretionary based on need.
    Result: Defeated 2 to 8.
