Res. 657] The Committee on Rules, having had under consideration House Resolution 657, by a record vote of 8 to 2, reports the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for the consideration of House Joint Resolution 83, Proposing an amendment to the Constitution of the United States regarding the appointment of individuals to fill vacancies in the House of Representatives, under a closed rule. The rule provides 90 minutes of debate in the House equally divided and controlled by the chairman and ranking minority member of the Committee on the Judiciary. Finally, the rule provides one motion to recommit.
