    The Committee on Rules, having had under consideration 
House Resolution 528, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for the further consideration of 
House Joint Resolution 90, a bill to withdraw the approval of 
the United States from the Agreement establishing the World 
Trade Organization, under a closed rule. The rule provides two 
hours of debate in the House equally divided among and 
controlled by the chairman and ranking minority member of the 
Committee on Ways and Means, Representative Paul of Texas or 
his designee, and Representative DeFazio of Oregon or his 
designee.
