Res. 683] The Committee on Rules, having had under consideration House Resolution 683, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of H.R. 4613, the Department of Defense Appropriations Act, 2005, under an open rule. The rule provides one hour of general debate equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations. The rule waives all points of order against consideration of the bill. The rule provides that the amendment printed in this report shall be considered as adopted in the House and in the Committee of the Whole. Under the rules of the House the bill shall be read for amendment by paragraph. The rule waives points of order against provisions in the bill, as amended, for failure to comply with clause 2 of rule XXI (prohibiting unauthorized appropriations or legislative provisions in an appropriations bill). The rule authorizes the Chair to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record. The rule provides one motion to recommit with or without instructions. Finally, section 2 of the resolution provides that upon the adoption of the resolution it shall be in order, any rule of the House to the contrary notwithstanding, to consider concurrent resolutions providing for adjournment of the House and Senate during the month of July. The waiver of all points of order against consideration of the bill includes a waiver of clause 4(c) of rule XIII (requiring the three-day availability of printed hearings on a general appropriation bill). The waiver of clause 2 of rule XXI (prohibiting unauthorized appropriations or legislative provisions in an appropriations bill) is needed because there are numerous legislative provisions included in the bill. SUMMARY OF AMENDMENT TO BE CONSIDERED AS ADOPTED Amends Section 3101 of title 31, U.S.C. by adding, ``The United States Government shall take all steps necessary to guarantee the full faith and credit of the Government.'' TEXT OF AMENDMENT TO BE CONSIDERED AS ADOPTED At the end of bill, add the following new section: Sec. 9016. Section 3101 of title 31, United States Code, is amended by adding at the end the following new subsection: ``(d) The United States Government shall take all steps necessary to guarantee the full faith and credit of the Government.''
