The Subcommittee met, pursuant to notice, at 3 P.m. In room 2255, Rayburn House Office Building, Hon. Ed Royce (Chairman of the Subcommittee) presiding. Mr. Royce. We will now consider H.R. 449, a resolution congratulating the people of Senegal on the success of the multi-party electoral process there. Without objection, the legislation is considered as having been read and is open to amendment at any point. [The information referred appears in the appendix.] Mr. Royce. This legislation, authored by Mr. Payne and Mr. Hastings and myself, was introduced on March 23rd and referred by the Chairman to the Subcommittee. I am going to be very brief, but, basically, I believe the U.S. and the international community hasn't done enough to commend leaders honoring democratic values in Africa. We fail to realize how important a supportive voice from the international community, especially the United States, can be. Democracy has won a triumph in Senegal. It is important that we recognize this, and I ask my colleagues to support this resolution. Are there any members seeking recognition or seeking to offer amendments? Mr. Hastings. Yes. Mr. Chairman, let me just congratulate you for expediting this matter, and I would like to associate myself with your remarks. I can't imagine a more worthy task than to say to those that have moved toward some democratic effort that we recognize that. Because we are quick to condemn, and rightly so, when they do not; and in that sense, and knowing the vast amount of time that you have spent in trying to assist in democracy efforts in Africa, then I think that this is a timely resolution, and I am glad to be associated with you, Mr. Meeks and Ms. Lee and our other colleagues in offering it. With that in mind, Mr. Chairman, I think to expedite matters I would just urge the bill's adoption and yield back the balance of the time. Mr. Royce.
