TOP's Fiscal Year 2004 grant competition closed on April 27, 2004.

For reference purposes, you can still access the FY 2004 Application Kit (Application Kit), which contains the Announcement of Federal Funding Opportunity (Announcement) and the Guidelines for Preparing Applications — Fiscal Year 2004 (Guidelines), and the standard forms which were necessary to complete an application.

The Announcement should be read first, since it contains the Review Criteria, which are the basis for reviewing and ranking applications submitted in 2004. The Guidelines, which follow the Announcement, provide the instructions for putting an application together.

For ease of printing, we also provide versions of the Announcement and Guidelines in PDF format:

The Application Kit also contains blank copies of the standard forms needed to complete an application. For the Fiscal Year 2004 grant round, TOP developed a set of online tools to help applicants complete two of the forms, the Standard Form 424 and Standard Form 424A, and the executive summary. The online tools were optional and not required to prepare an application. Applicants were given the option of preparing complete applications using the forms from the Application Kit or by printing and completing the PDF versions of the forms listed below.

Applicants using TOP's Online Tools to prepare the forms were required to print, sign where appropriate, and include the forms in the application submitted to TOP. TOP did not accept the electronic submission of any form or other application information.

The online tools also include a registration form for anyone interested in becoming a TOP reviewer.
