National Treatment Study 1998The National Treatment Study was a quadrennial report required by the Financial Reports Act of 1988. The purpose of the reports was to examine the treatment accorded U.S. financial institutions in various foreign markets. Since the first NTS report was submitted to Congress in 1978, much progress was made in bilateral and multilateral negotiations to open foreign financial markets to U.S. institutions. In addition, there are now a number of private sector sources providing similar information to the general public on a more frequent basis. (For example, see the annual Global Survey provided by the Institute for International Bankers, www.iib.org ) Accordingly, in order to conserve resources the Treasury Secretary recommended that Congress terminate the NTS reporting requirement. Congress agreed to do so in 1999. Therefore, the 1998 NTS is the last and final report to be prepared and submitted to Congress.
