In place of the paragraph appearing on pages 170 and 171 of the report to accompany H.R. 3093 under the heading ``Compliance With Rule XXI, Cl. 9 (Earmarks)'', the Committee substitutes the following paragraph: Pursuant to clause 9 rule XXI of the Rules of the House of Representatives, this bill, as reported, contains the following congressional earmarks, limited tax benefits, or limited tariff benefits as defined in clause 9(d), 9(e), or 9(f) of rule XXI.
