Mr. Obey, from the Committee on Appropriations, submitted the following

                          SUPPLEMENTAL REPORT

                        [To accompany H.R. 3093]

    The Committee on Appropriations submits the following 
supplemental report to clarify the wording of the statement 
related to compliance with clause 9 of rule XXI of the Rules of 
the House of Representatives.
    In place of the paragraph appearing on pages 170 and 171 of 
the report to accompany H.R. 3093 under the heading 
``Compliance With Rule XXI, Cl. 9 (Earmarks)'', the Committee 
substitutes the following paragraph:
    Pursuant to clause 9 rule XXI of the Rules of the House of 
Representatives, this bill, as reported, contains the following 
congressional earmarks, limited tax benefits, or limited tariff 
benefits as defined in clause 9(d), 9(e), or 9(f) of rule XXI.
