Dear Madam Speaker: I ask the Congress to consider the
enclosed revisions to the FY 2008 Budget request for Department
of Defense operations in the Global War on Terror. This request
would provide the additional resources necessary to maximize
the production of Mine Resistant Ambush Protected vehicles and
rapidly field this capability to our servicemembers in Iraq and
Afghanistan. Overall, the discretionary budget authority in my
FY 2008 request for Operation Iraqi Freedom and Operation
Enduring Freedom would be increased by $5.3 billion, for a
Department of Defense total of $147.0 billion for these
operations.
I hereby designate the specific proposals in the amounts
requested herein as emergency requirements. This request
represents urgent and essential requirements and I encourage
you to take up the FY 2008 war funding, including this critical
force protection funding, as soon as possible. The details of
the request are set forth in the enclosed letter from the
Director of the Office of Management and Budget.

Submitted for your consideration are amendments to the FY
2008 Department of Defense (DOD) request to fund ongoing
military operations in the Global War on Terror. These
revisions would enable DOD in FY 2008 to maximize the
production and fielding of Mine Resistant Ambush Protected
(MRAP) vehicles, which are a critical priority joint-Service
program to counter significant in theater force protection
threats especially from improvised explosive devices.
This $5.3 billion proposal would be in addition to your
current request of $141.7 billion for military operations.
Specifically, the request would procure 1,520 additional MRAP
vehicles; with the goal of delivering a total of 8,000 in
theater by May 2008. In addition to the increase in the MRAP
fleet, the funds would support Government furnished equipment,
continued technological development and upgrades, and support
and transportation for the Military Services and U.S. Special
Operations Command for the entire fleet.
Recommendation
This request fulfills known and urgent requirements that
cannot reasonably be met within the request submitted with your
FY 2008 Budget. Consistent with the original request, I
recommend that you designate the specific amendments contained
in this transmittal as emergency requirements.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
Secretary of the Defense in recommending you transmit the
proposals to the Congress.
