EPA's Strategic Plan

As required by the Government Performance and Results Act (GPRA), EPA has produced the 2011-2015 EPA Strategic Plan. The Plan outlines EPA’s mission and long-term goals, describes how EPA programs relate to those goals, and provides a framework for EPA's focus on the results of work. The Federal facilities remedial and reuse program can be found within the Superfund program under "Goal 3: Land Preservation and Restoration."

FFRRO ICI Accomplishments

EPA’s Office of Solid Waste and Emergency Response (OSWER) in partnership with the Office of Enforcement and Compliance Assurance (OECA) has launched a three-year strategy, the Integrated Cleanup Initiative (ICI or the Initiative), to identify and implement improvements to the Agency’s land cleanup programs. The goal of the Initiative is to better use the Agency’s land cleanup authorities to accelerate cleanups where possible, address a greater number of contaminated sites, and put these sites back into productive use while protecting human health and the environment.

Superfund Program Implementation Manual (SPIM)

The SPIM defines program-management priorities, procedures, and practices for Superfund, including the Federal facilities program. The SPIM provides a link between the Government Performance and Results Act, EPA's Strategic Plan, and the Superfund program’s internal processes for setting priorities, meeting program goals, and tracking performance.

Construction Completions at NPL Sites

EPA tracks construction completions to simplify its system of categorizing sites and better communicate the successful completion of cleanup activities. In addition, partial deletions help to promote the economic redevelopment of Superfund sites and better communicate the completion of successful partial cleanups.

Sitewide Ready for Anticipated Reuse and Cross-Program Revitalization Measure

In 2006, the Federal Facilities Restoration and Reuse Office and the Office of Superfund Remediation and Technology Innovation jointly developed a performance measure, titled Sitewide Ready for Anticipated Reuse (SW RAU), to report the Superfund program’s accomplishments in making land ready for reuse at construction complete sites. This SW RAU measure was developed to comply with EPA's responsibility to report long-term, outcome-based accomplishments under the Government Performance and Results Act. The introduction of this measure also reflects the high priority that EPA places on land reuse and revitalization as an integral part of the Agency’s cleanup mission for the Superfund program, as well as its attention to post-construction activities at NPL sites.

EPA recognized that there was a need to establish a similar, consistent set of measures applied across all of the Office of Solid Waste and Emergency Response cleanup programs to track the efforts the Agency was making in preparing sites to be returned to use. All 10 EPA Regions began collecting information for a set of Cross-Program Revitalization Measure (CPRM) indicators and performance measures in October 2007. This information is updated regularly. There are no annual targets in place for the CPRM performance measures at this time.

FY 2008 Program Evaluation

FFRRO recently underwent a program evaluation designed to address two key areas of concern:

  1. Identify potential reasons why certain site cleanup milestone targets are not met under current planning and implementation processes;
  2. Identify processes/recommendations which regions can put in place to more effectively establish and meet targets
