  MAKING CONTINUING APPROPRIATIONS FOR THE FISCAL YEAR 2008, AND FOR

                              R E P O R T

                       [To accompany H. Res. 677]

    The Committee on Rules, having had under consideration 
House Resolution 677, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.J. Res. 52, 
making continuing appropriations for the fiscal year 2008, and 
for other purposes, under a closed rule. The resolution 
provides one hour of general debate in the House equally 
divided and controlled by the chairman and ranking minority 
member of the Committee on Appropriations.
    The resolution waives all points of order against the joint 
resolution and against its consideration (except for clause 9 
or 10 of rule XXI). The resolution also provides that the joint 
resolution shall be considered as read. The rule provides one 
motion to recommit with or without instructions. The rule 
provides that the Chair may postpone further consideration of 
the joint resolution to a time designated by the Speaker and 
tables House Resolution 659.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against the joint 
resolution and against its consideration includes a waiver of 
section 302 of the Budget Act (prohibiting the consideration of 
legislation providing new budget authority for any fiscal year 
that would cause the applicable allocation of new budget 
authority made pursuant to section 302(a) or (b) to be 
exceeded).
