   Mr. Solomon, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 90]

    The Committee on Rules, having had under consideration 
House Resolution 90, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for the consideration in the House 
of H. Res. 89, a resolution ``Requesting the President Submit a 
Balanced Budget'' under a closed rule. The rule provides 2 
hours of debate divided equally between the chairman and 
ranking minority member of the Committee on the Budget or their 
designees.
    Finally, the rule provides for one motion to recommit, 
which may contain instructions if offered by the Minority 
Leader or his designee. If including instructions, the motion 
shall be debatable for five minutes by the proponent and five 
minutes by an opponent.
