Mr. Hastings of Washington, from the Committee on Rules, submitted the 
                               following

                              R E P O R T

                       [To accompany H. Res. 117]

    The Committee on Rules, having had under consideration 
House Resolution 117, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides that suspensions will be in order 
on Wednesday, April 23, 1997, and on Thursday, April 24, 1997. 
It further provides that matters to be considered under 
suspension will be announced from the House Floor at least one 
hour prior to consideration. Finally, the resolution provides 
that the Speaker or his designee will consult with the Minority 
Leader or his designee on any suspension considered under this 
resolution.
