This booklet reports the deliberations of a panel of 37 judges, prosecutors, and researchers who attended a national conference to consider dealing with repeat juvenile offenders. The five conference sessions focus on: (1) Assessing the Problem: Offense and Offender Characteristics; (2) Processing Offenders: An Empirical Review of Current Practices; (3) Legal Processing of Offenders; (4) New Approaches; and (5) Evaluating Options: Rehabilitation versus Community Protection. The format for the session reports consists of a presentation by an expert in the field of juvenile crime, followed by a summary of participants' discussion. A final section of the booklet lists the nine recommendations of the conference participants and a discussion of each of the recommendations. A list of key questions not addressed in depth by the conference, the biliography provided to conference participants, and a list of resource panel members and invitees are included. (MCF)
