      PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 6599) MAKING 
 APPROPRIATIONS FOR MILITARY CONSTRUCTION, THE DEPARTMENT OF VETERANS 
AFFAIRS, AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 
                      2009, AND FOR OTHER PURPOSES

    Ms. Castor, from the Committee on Rules, submitted the following

                              R E P O R T

                      [To accompany H. Res. 1384]

    The Committee on Rules, having had under consideration 
House Resolution 1384, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of the bill (H.R. 
6599), the Military Construction and Veterans Affairs 
Appropriations Act, 2009, under an open rule with a preprinting 
requirement. The resolution provides for one hour of general 
debate equally divided and controlled by the chairman and 
ranking minority member of the Committee on Appropriations.
    The resolution waives all points of order against 
consideration of the bill except clause 9 or 10 of rule XXI. 
The resolution waives points of order against provisions of the 
bill for failure to comply with clause 2 of rule XXI. The rule 
provides that no amendment to the bill shall be in order except 
those printed in the portion of the Congressional Record 
designated for that purpose in clause 8 of rule XVIII by July 
30 and except pro forma amendments for the purpose of debate. 
Each amendment so printed may be offered only by the Member who 
caused it to be printed or a designee and shall be considered 
as read. The resolution provides one motion to recommit with or 
without instructions. Finally, the resolution permits the 
Chair, during consideration of the bill in the House, to 
postpone further consideration of the bill to a time designated 
by the Speaker.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the bill (except clauses 9 and 10 of rule XXI) is prophylactic 
as the Committee is not aware of any such points of order. The 
waiver of clause 2 of rule XXI (prohibiting unauthorized 
appropriations or legislative provisions in an appropriations 
bill) against provisions in the bill is included because the 
bill contains unauthorized appropriations and legislative 
provisions.
